The ascendant changes approximately every two hours, but the exact rate varies by latitude and sign. Even when the rising sign stays the same, its degree and house cusps continue to move.
Divisional charts can be sensitive
Vedic interpretation often uses divisional charts such as the navamsha. Their ascendants and planetary placements can change within a relatively short time, so detailed conclusions require a time source that is reasonably reliable.
Timing techniques depend on inputs
Some dasha systems begin from the Moon and are less sensitive to birth time than house-based methods, while event timing, divisional charts, and ascendant analysis can be highly sensitive. The astrologer should explain which conclusions remain stable and which do not.
When the time is uncertain
Check birth certificates, hospital records, family diaries, and contemporaneous notes before relying on memory. Birth-time rectification can compare major life events with candidate charts, but it is an interpretive method and should not be presented as guaranteed precision.
